Is this blue monster really Keystone Blop? - Never Forgotten: a Foster's Home Community

I know he looks like a keystone and he is a blob, like Bloo, but the lower cased b is flipped to a p. Should this friend(the big cyan blob-like monster holding the camera) really be Keystone Blop, but if not, what should be his most likely or true name, if he has one?

...I don't understand? Keystone Blop is the name of the short friend in the tall hat, he is supposed to look like a Keystone cop and his name is a pun on that.
