MANSFIELD — “Pull ‘em up or pay up.”

That’s Police Chief Don English’s interpretation of a new law that takes effect in Mansfield on Sept. 15

Anyone caught wearing sagging pants who exposes his or her underwear will be subject to a fine of up to $150 plus court costs, or face up to 15 days in jail.

Mansfield aldermen voted unanimously at today’s 4:30 p.m. meeting to enact the new law.

The law makes it illegal to found in a “state of nudity, or partial nudity, or in any indecent exposure of his or her person or undergarments, or be guilty of any indecent or lewd behavior.”

City attorney Richard Z. Johnson Jr. said he used a similar law in Delcambre as a guideline in creating Mansfield’s ordinance. Several municipalities and parish governments in Louisiana have enacted similar laws in recent months.





so basically while we have major infrigements to our Bill of Rights going down in Washington we have to worry about idiots like this are bugging us on a small-town level. :frankiemad:

All of the proposals in Louisiana have been struck down and repealed due to their unconstitutional nature. While I personally can't stand to see "bagging and sagging", and I understand that somewhere you have to draw the line for decency, I still have problems with someone imposing their opinions on how I should dress. I know that in many places, there are people who don't believe women should be allowed to wear pants or slacks or jeans or whatever you want to call 'em, and I sure don't want someone like that determining how I should dress!

We are facing similar attacks on the Constitution's Fourth Ammendment here, with the laws now aimed at stopping dogfighting, and every politician aiming to cash in on the Michael Vick case. One local politician wants to limit the number of "pit bulls"(meaning any short-haired muscular dog, regardless of breed), and require random property searches by law enforcement of any person who is known to have at least one "pit bull"-no warrant, no probably cause, anytime day or night, whether the property owner is home or not. Federal bills on the agenda would allow law enforcement to stop ANY person believed to be transporting a dog or dogs, so that their vehicle can be searched for evidence of "dogfighting", and a bill sponsored by John Kerry and Barbara Boxer would permit ANYONE who is caught transporting a "pit bull" across state lines to be arrested, and all their property seized, since merely having a dog of that type is seen as evidence that you are fighting dogs!

So what constitutes as showing your undies? Sometimes I wear a skirt and when I wear fishnet pantyhose with it, I wear fun garters that show. Would I be fined?? I mean, they're pretty common anyways and it's not like I'm stripping in the middle of the grocery store.

Good question. What about the low-rider jeans that are fashionable for women right now? (although, I think they're starting to go out) When they bend over or squat down to pick something up off the floor, everyone behind them catches a glimpse of their underwear, or, uh, not. Again, I think that style is going out, and it's not hard to see why.

I saw this teenager at a gas station a while back who basically might as well not have been wearing pants. They were practically around his knees. They should be more specific, though; what if your pants are just kinda saggy and you don't notice? Who notifies the fuzz of these people? "911, what's your emergency?" "Uh, yeah, I've got a guy here with some serious plumber cleavage going on."

Also, I thought from the title that this would be about the bill from Schoolhouse Rock and was disappointed. I'm just sayin.

And with that, even if someone DOES call to tattle, what cop is going to leave whatever he's doing and chase down some person with their pants sagging? It seems so trivial... they're having to take time away from fighting crime to hand out tickets to people not wearing belts.

Y'know, sometimes I wish I lived in America, and others, like now, I'm glad I don't. My country has a strict "If it ain't broke, don't fix it, and even if it is, maybe not even then..." policy when it comes to law and stuff of that nature. Which in some ways is a good thing.

the VAST majority of the land is still cool. Varies from state-to-state a great deal, from region-to-region. Rural areas in upstate NY and Vermont tend to be laid back, you see a lot of old Volswagen buses and hippies mingling with rednecks (like myself) who just want to be left alone. In the cities people tend to be fast-paced and annoying, arrogant, and usually stupid. Avoid Massachusets and New Jersey and the southern half of New York entirely. Out west the land is more wild and less densley populated, the East Coast is the worst part of the nation (although for crime Los Angeles and Washington DC are pretty bad). California is gorgeous but full of undesirables in certain parts.

You should visit. I would love to go to New Zealand myself, gorgeous country from what i hear.

So long as you don't mind the rain. And the cold. And the excessive UV radiation. Honestly, though, I still feel a little weird when people talk about the same country as if it was a different one. We pretty much got colonise all at once here, so no states. Just islands.

Oh jeez, I really hope that my mum never finds out about this. True, no such laws are going to affect my right to strut around with my undies showing (at least for the time being), but she'd have a real field day if this ever reaches her ears. She's constantly trying to get me to wear a belt. :P

He refused and obviously there was no sanction the wardens could apply but in theory a police officer could give him an on-the-spot fine if they felt like it. Now if such a t-shirt is illegal than why are they legally sold?

Of course, your average cop has much better things to do than bother with such nonsense but this wasn't true recently when a young teenage girl was given a fixed-penalty-notice for drawing rainbows on the pavement in chalk. The culture of arbitary target-setting was blamed but really.....lawman have you no shame? Protect your community! There are folks being robbed and killed in the cities. Besides chalk disappears when it rains, which it does constantly!

On an unrelated subject, this reminds me of this guy I had the... "pleasure"... of standing behind in line at Taco Bell the other day.

Baggy jeans he was wearing. For some reason he kept taking his shirt off. :P

When local conditions become adverse, millions of slime-mold organisms climb on top of each other to make a tower which collapses and reforms at the point of furthest collapse to make a new tower. These basic little things, not even complicated enough to be animals or plants become a temporary multi-celled being that effectively walks to a new environment before dispersing to become individual slime-mold again.

Nah most people are fat, dumb, and happy unfortunatley. There's a couple of existentialist anarchist nutjobs like myself running around but for the most part people everywhere are exactly the same 8D

Beats me. The attendants on my flights to and from San Diego weren't especially pleasant people. Maybe it's the work enviroment; it's very cramped and uncomfortable. Not a job I'd ever want. It's no excuse for what happened, though.

americans are sterotyped as idiots. i like to believe thats a load. this doesnt help my case. it kills my case, and therefore i now have one more reason to not go in or near a plane. thats all i have to say about that.

Cop's got an attitude problem, too much free time, and the digestive system of a wuss. While hunting for that dang Bloo toy I ate at McDonalds twice in three days and I felt bloated but not sick.

Agreed. Anyway, this whole argument over dressing "properly" is certainly nothing new. A great example was back in high school when our teachers would sometimes have all the students in the room stand up and stretch their arms over their heads. If any skin was showing on their midriff or if their pants were revealing their underwear, the student had to immediately report to the office and change into "official" school clothes or go home and change. Stupid and pointless, of course, but we had to deal with it. It never became more than a minor nuisance for me personally, but I remember several students were found in violation of our school's "dress code", mostly girls whose shirts were apparently too short. Oh, come on. That was one of the best parts about high school altogether.:bendy:

But seriously, I think the whole idea was just stupid, and it certainly didn't stop anyone from wearing sagging pants or short tops. In fact, I think that they began toying with the notion of implementing a full uniform dress policy! Now, I don't know if that idea was really ever considered or not, but thank god that I graduated before they took such a step, so even if they do it won't affect me any. But if it does happen, I pity those who will have to endure it.
