It basically addresses the homeless. I will say this: things have gotten so bad, a family home is out of reach for people under 50. To add insult to injury, rent has gone up over 88%. So now a lot of young people are stuck between a house out of reach, and rentals the same. So much for the American dream. I’m glad I never had that mess while I was working.
