Bloo - 3rd Floor bedroom - when you get off the stairs, he's in the second bedroom on the bottom.

I just did the same trawl and I was surprised that there's no one anywhere but the 3rd and 4th floors, Well at least they're all close together.

I'm pretty sure the roller doors next to the kiosk will open on the next update and we'll probably see the auditorium from "Who Let The Dogs In?"

I think Dutches is more suited for the Locked trunk in the basement (With more Chains and Many more locks)
