The writer of the article is probably referring to "annoying" as to ticking people off, more so than just making people roll their eyes and try to get away from the culprit. It worries me though how bad this city has gotten to where they have to pass a law like this. I lived in Michigan for a year, although not in this city. I wonder if it will stick?

Awww, puppy dogs and the humans who love them? Better add my cat in there too then. I think he likes feeling my breath, because he likes to press right against my face while I sleep. I wake up gasping for air. I would never turn him in though.
