While there may well be individual reasons, within the context of the show, why potential adopters should find them less appealling than others, all in all I'd say that it's simply more convenient, for the purposes of character and continuity, for them to remain.

I can't speak for the others, but I would assume that Jackie Khones would have had his fair share of trips back to Foster's when whomever had adopted him, noticed their grocery bills increased over 125% after all the extra purchases of bread, cold cuts, veggies and condiments.
