Like I said most likely a hodgepodge of places all over the Northwestern Region of the United States. I just thought that Humboldt County made a lot of sense for primary inspiration, but in no way the static location. I would also rule out Seattle as static location either.

What I meant by a Metropolis on our hands, is that in comics the city of Metropolis has had the distinction along with other cities of "walking around." Since the beginning of this very decade it's moved from the state of Delaware to the state of New York, no questions asked. And if you take in all the factors it seems the city that Foster's is set in has done that too. Seattle is approximately 1,131 miles away from Hollywood, and seeing as it seems to stress realism more than most cartoons, it's likely that that episode was set in California, as well as Seize the Day. Likewise, Imposter's was set in the good ol' state of Washington. It seems there's enough evidence to support all our claims.

However I tip my hat to Newsom and Newsom for building the Carson Mansion. What eye they have for style. Even if it weren't the inspiration for the house, this Queen Anne masterpiece is a wonder to behold.
