Yes, anyone can post regardless of having art or not.
And if the tenth person is a commenter, he or she can set the next topic. I originally wanted the number to be higher, but considering traffic on these threads aren't very high, I just made it every tenth poster. Previous topics can still be done, of course; it's just having more topics to draw on.
