Luna is a plushie. I think they move it by poking it with sticks. The monsters are just guys in rubber suits, much like in the old
Godzilla movies, but not as talented. The show focuses more on the relationships between the Sailor Scouts than it does on action or adventure, and undoubtably a lot is lost in translation, so yeah, technically I'd classify it as pretty bad. Despite that it's still quite enjoyable, provided you don't expect it to be anything like the anime.
I picked up the complete live disk set on eBay; I don't recall what I paid for it, but it wasn't a bad price.
