The writer of the article is probably referring to "annoying" as to ticking people off, more so than just making people roll their eyes and try to get away from the culprit. It worries me though how bad this city has gotten to where they have to pass a law like this.
I lived in Michigan for a year, although not in this city. I wonder if it will stick?
