I think he's silent because in 'Bloo's the Boos' when everyone was chhering madame F his mouth wasn't moving.

Okay maybe this just me, but I noticed something weird the last time I looked at George Mucas.

Doesn't he look A LOT like that giant green 3 eyed blob monster from Futurama? The one that kept eating people for no reason whatsoever?

Aside from the number of eyes and tentacles, he looks just like him.

Yeah he does besides the fact he dosen't have tentacles & looks cuter.
